New Russian modules for the ISS

This article is reporting that Russia is planning some new modules for the ISS;

It seems to suggest that these will be new modules as opposed to ones that were already planned, does anyone know what the story is?

I guess I have been thinking that ISS construction will stop when the shuttle stops flying but these modules will be flown afterwards. Come to think of it there is no reason why construction should stop with the shuttle, perhaps it will continue indefinitely until it could support more than the planned 6 member crew. Something the size of the Death Star would be great

As far as I remember the three modules are:

A FGB/Zarya-like module with the European Robotic Arm (ERA)
It's planned to put it where currently the Pirs Docking Module is.

A downsized Energy Platform module. The solar arrays are deleted and the module is downsized to basically a storage module mounted an the Russian zenith port between Zarya and Zwezda. Ontop this module the Pirs module will be attached.

And then there are steady rumors/discussions about a lab/industry module.

As with all Russian plans money will decide so I would be careful about any expectations.
