Mars has a delta v of 4-5 km/s to enter low orbit, versus the ~8 km/s of Earth. With the smaller delta v, a Mars SSTO sounds practical. Electrolyze the water, and grow some crops on Mars. Use SSTO to put them into orbit. Grab some rock from Deimos, Phobos, or asteroid. Use ion rockets to put them into a Earth-Mars cycler orbit. Now, less stuff has to be lifted from Earth, saving money. Most people here would say, "That's obvious". If only Congress would understand, or not be so pork hungry.
